VISION, MISSION AND VALUES

There is a Chinese saying that ‘the child is father of the man, you cannot make a crab walk straight’「三歲定八十、七歲看終身」. This can describe how a person’s habits and personality in childhood cannot be easily changed, and it can also be used to describe what education a person received in childhood, which has a profound impact on their personal development, growth, and career.
Music, tone, melody and beat belong to the category of artistic emotions, and are governed by the right and left brains respectively along with mathematics, space and logic. Listening to music can help fully unleash the potential of the left and right brains. Children’s brains are developing the fastest between the ages of zero and three, with an average of 40000 synapses per second, increasing in the cerebral cortex; learning music, language, and cognition is most crucial around the age of one.
Great professional and high-quality in early childhood music arts enlightenment education is of paramount importance to the future learning and development of our children. Thus, the mission of the Hong Kong Music and Performing School is to making a blueprint for the long-term development of early childhood music arts educators in Hong Kong, to enhance the professional teaching quality and professional qualifications of early childhood music arts educators, and to promote the sustainable development, great professional and high-quality development of Hong Kong’s early childhood music arts education industry.

Strategic Roadmap

A three-year plan. Outstanding students who complete the programme will be nominated by the academy to apply for‘The Exceptionally Gifted Young Music Artists Programme.’Students in‘The Exceptionally Gifted Young Music Artists Programme’will have the opportunity to learn from and perform alongside world-class European classical music performers, opening the door to international music performance and showcasing their musical talent to the world.

Notes*

1. The first semester of the NEW academic year’s regular orthodox early childhood music arts enlightenment programme will begin soon. Parents intending to enroll children aged 1-3 years are welcome to register for an audience place.

2. The registration of the HKMPA Music Arts Professional Licence requires holding a Bachelor of Music (Hons) degree or above recognized by the Hong Kong Special Administrative Region government, majoring in instrument performance, vocal singing, or theoretical composition, and holding a diploma in instrument performance, instrument teaching, vocal singing, vocal teaching, or theoretical composition issued by a recognized music institution through public examinations, or possessing equivalent qualifications. The overall academic qualifications must be similar to the registration requirements of the Music Arts Professional License listed by the Hong Kong Music and Performing Association.

3. The Hong Kong Music and Performing School offers the “Hong Kong Music and Performing Foundation Grant-in-aid” to students who have successfully applied.

Q1: What is the Hong Kong Music and Performing Foundation Grant-in-aid Scheme?
A: The Hong Kong Music and Performing Foundation Grant-in-aid Scheme is a financial aid programme established by the Hong Kong Music and Performing School to assist students facing financial hardship in covering educational expenses. This scheme operates on a means-tested basis, assessing household income and assets. The grant is intended to cover tuition fees, study-related expenditures, and compulsory student union membership fees. Applicants must complete a household-based Student Financial Assistance Scheme Application Form. The applicant must be the parent or legal guardian of the student concerned as recognised by relevant legislation. Eligibility for the scheme and the level of assistance are determined based on an assessment of the applicant household’s income and assets. In the event of any dispute, the Hong Kong Music and Performing School reserves the final decision.

Q2: Do student financial aid grants need to be repaid?
A: No.

Q3: Is there a course fee payable for the regular orthodox early childhood music arts enlightenment programme at the Hong Kong Music and Performing School?
A: Yes.

Q4: What distinguishes the early childhood music arts enlightenment programme under the Hong Kong Music and Performing School Charitable Poverty Alleviation from its regular orthodox early childhood music arts enlightenment programme?
A: The syllabus, teaching content and methodology are largely identical. However, the Charitable Poverty Alleviation Programme’s early childhood music arts enlightenment programme comprises one weekly session. Enquiries via HKMPS WhatsApp hotline or official WeChat ID.

Q5: The Hong Kong Government has yet to enact legislation requiring music arts educators to hold licences, resulting in varying standards among practitioners in the field. How do you ensure the calibre of teaching staff and the quality of instruction in your courses?
A: All collaborating artists of the Hong Kong Music and Performing School are registered holders of HKMPA music arts professional licences, or are institutions holding such licences. The Academy provides high-quality, professional and systematic music arts education. To ensure the quality of its programmes, the Academy has implemented a quality assurance mechanism, processes and practices covering curriculum design, teaching and learning processes, and student assessment. These serve as reference for the Teaching and Learning Quality Assurance Process Review Group of the Curriculum Development Committee. The Academy also maintains a fair, impartial and transparent complaints handling mechanism. Parents are encouraged to utilise these channels to express their views to the Academy, fostering a relationship of mutual trust and partnership between the Academy, parents and other stakeholders, thereby promoting mutual understanding.

The curriculum design, teaching content and pedagogy of the ‘Regular Orthodox Early Childhood Music Arts Enlightenment Programme’ jointly organised by the Hong Kong Music and Performing School, the Hong Kong Music and Performing Association and the Hong Kong Music and Performing Foundation fall under the Hong Kong Music and Performing School’s Copyright Licensing Scheme. The relevant syllabus, teaching content and pedagogy are the property of the Hong Kong Music and Performing School. No individual or organisation may promote, reproduce, publicly display, plagiarise, or utilise any part of the course design, teaching content, or teaching methodology for instructional purposes without prior written consent and licensing authorisation from the Hong Kong Music and Performing School.
